
GreenHeat, Geothermal and District Heating
In its Air Climate Energy Plan (PACE), Wallonia aims to achieve production of 15.6 TWh of renewable heat and cooling by 2030. This represents growth of 180% compared to the 2023 situation.
The legislative framework is becoming clearer in supporting the deployment of green heat, both in its production (subsurface decree, modification of the permit system relating to open systems in shallow geothermal energy) and in its distribution and use (AGW relating to the organisation of the thermal energy market and thermal energy networks, AMUREBA Reform).
Furthermore, the sector has benefited from significant support through the Recovery Plan, via the funding of 34 shallow geothermal projects (2021 and 2022 calls) and 12 projects to support the deployment of thermal energy networks, through the densification or extension of existing urban networks, as well as through the creation of new networks.
Beyond these incentives provided by calls for projects and the favourable legal framework, coordination between stakeholders and facilitation of the project pipeline are two crucial factors in supporting the deployment of the sector. As a Cluster, TWEED intends to fulfil this role through its dedicated ecosystem, Heat2Net, by bringing together industrial, academic and public stakeholders, organising networking events and providing support for the development of partnerships and effective synergies among Walloon projects.

TWEED has launched and managed the Heat2Net ecosystem since 2023, specifically dedicated to renewable thermal energy, including geothermal energy and heating/cooling networks as well as the recovery of waste heat.
The objective of Heat2Net is to provide a cross-sectoral overview of the main initiatives related to the deployment of green thermal energy in Wallonia, to bring them together, and ultimately to foster the emergence of as many impactful, replicable and sustainable projects as possible in order to meet Wallonia’s climate objectives. This is made possible through communication, collaboration, cross-sectoral dialogue and knowledge sharing, at regional, national and international level.
