
Energy Efficiency
Industry alone accounts for 25% of CO₂ emissions in Wallonia, making it a key player in achieving carbon neutrality by 2050. For their part, the residential and services sectors generate nearly 20% of Walloon emissions. Wallonia’s objective for these sectors is to move towards, as early as 2040, a services building stock with high energy efficiency that is carbon-neutral for heating, domestic hot water production, cooling and lighting.
Aware of these challenges, Cluster TWEED, in collaboration with its members, wishes to support the move to action beyond “business as usual” – that is, beyond incremental improvement – such as fuel switching towards a decarbonised economy, the valorisation of waste heat and renewable heat, or the transition to green electricity and e-fuels, complementing the existing public financing and support tools (e.g. Wallonie Entreprendre).

Energy Efficiency in Industry
Several measures are under way to achieve carbon neutrality in the industrial sector by 2050: notably through the new expanded Voluntary Agreements, and from a pooling angle. The objective of pooling efforts will be to go beyond individual industrial “branches”, by working on the opportunities offered by geographical proximity or common technical or technological interests (value chains).
It would be possible to create synergies between entities which, for example, share and optimise their energy (production/recovery), reduce waste production (circularity), or install district heating networks. Through this approach, these entities could define and allocate among themselves the means of jointly achieving a common CO2 efficiency objective that exceeds the sum of individual impacts outside of this community.
The framework for these new Voluntary Agreements was expected in summer 2023: TWEED remains in contact with SPW Energy and sectoral federations in order to maximise the effects of this encouraging and important measure for the competitiveness of our Walloon business fabric.
The skills acquired through Branch Agreements are inspiring for other countries and regions, even outside Europe. It is in this context of inspiration, for example, that the Cluster has been in contact with Morocco since 2019 and is supporting AMEE in the implementation of the Energy Efficiency Decree, in collaboration with our Walloon industrial experts.

Energy Efficiency in the Services and Residential Sectors
Alongside the obligations related to the European framework (ETS quotas, audit obligations, …), a new generation of voluntary agreements will also be put in place from 2024 in Wallonia for non-industrial (non-ETS) companies. The Cluster aims here to implement its integrated approach by bringing together a variety of stakeholders active across a broad range of technologies and by initiating discussions around selected clients/sectors.
The advantage of this approach is to promote regional expertise and identify commercial opportunities whilst maximising networking and business opportunities. Key services sectors such as public buildings, hospitals, sports halls, swimming pools, schools, supermarkets, private offices and retail outlets are among the target sectors.
